According to investigators, the shooting began just before midnight inside the hookah bar THA Blue Flame near the intersection of Palm and Highland Avenue.
The shooting then continued across the street, a witness told ABC7. Asked not to be identified by name, the witness said he saw teenagers gathered for the graduation party and was at a nearby petrol station. He said at one point a car came into a gas station and a man opened fire from inside the vehicle, shooting two girls.
“When everything happened, we heard gunshots and a lot of children were running,” the witness said. “A lot of the kids were running, calling their moms, I was just standing there, what can I do?”
One died at the scene. Family members later said their 20-year-old grandson, identified as Alan Gresham Jr., was killed by police. Gresham Jr. is a resident of San Bernardino.
Grandma says her grandson attended the party as soon as he got a flyer.
Police call the party a “special event not allowed” and say there was some sort of argument between at least two people inside the event and “several shootings were exchanged”.
“The San Bernardino Police Department will not only identify and arrest suspects, but will also work to close down the illegal activities that led to the shooting,” San Bernardino Police Chief David Green said in a statement.
Many of the injured took themselves to hospitals where they were treated for injuries that did not appear to be life-threatening, officials said.
The incident sparked a massive response from San Bernardino police, whose investigators were at the scene Saturday morning. At one point, the agency sought help from the San Bernardino County Sheriff’s Department, after officials said responding officers “faced a large hostile crowd.”
“Upon arrival, officers encountered a large crowd and learned they were in the area to attend a party,” police said in a statement. The number of injured was initially given as nine, which was reduced.
Police say not all of those killed were intentionally targeted by the gunman.

Police initially detained two people while trying to secure the scene, one of whom was arrested for possession of a loaded stolen firearm, while the other was arrested for pending warrants, San Bernardino Police said. It was not immediately clear if the detainees were suspects in the shooting.
Details of the suspect or suspect are not available.
Authorities said the cause of the shooting is still under investigation.
