— A man convicted of kidnapping and raping a 12-year-old girl nine years ago was arrested after being accused of failure to report to the Florida Department of Highway Safety and Motor Vehicles, according to a report released Monday.

Jose Luis Rodriguez, 25, 3616 Howard Ave., Sebring, was charged with failure to change/renew information on an identification card within 48 hours.

Rodriguez, who registered with the Highlands County Sheriff’s Office, was told he had to obtain a valid driver’s license or identification card within 48 hours of registration, the report said.

Several checks showed that Rodriguez had not done that, despite being told to do so, the report said.

The report said that Rodriguez was convicted in 2005 of attempted sexual battery and false imprisonment of a child with sexual battery.
